In a bid to promote the unit of Buk-gu citizens and inherit the traditional culture, the Otgol Culture Festival, organized by the Chilgok Youth Volunteers, has been held since 1995.

At the 2002 Otgol Culture Festival 15,000 people were gathered and had a Otgol Song Contest, painting event, aereobic, a gayageum (a twelve-stringed Korean harp) performance, and other various kinds of culture events.
